Defines "lactation consultant" as a person holding and maintaining certification in good standing as an international board certified lactation consultant with the International Board of Lactation Consultant Examiners.

Requires the Commissioner of Public Health to obtain and annually post on the Department of Public Health website a listing of all Connecticut state residents certified as international board certified lactation consultants, beginning January 1, 2024.

Establishes a task force to study licensure requirements for lactation consultants and whether the Department of Public Health should license or certify lactation counselors certified by the Academy of Lactation Policy and Practice.

Task force consists of 8 members appointed by legislative leaders (two each from House Speaker and Senate President pro tempore, one each from majority and minority leaders), plus the Commissioner of Public Health or designee.

Task force must submit findings and recommendations to the joint standing committee on public health by January 1, 2024, and terminates upon submission of its report or January 1, 2024, whichever is later.
