Adds cytomegalovirus screening as a required test for all newborns, administered as soon after birth as medically appropriate, effective October 1, 2023.

Requires institutions caring for newborns to report all confirmed cytomegalovirus cases to the Department of Public Health's newborn screening system, regardless of patient insurance status or payment source.

Establishes minimum newborn screening program fees of $98 to cover testing, tracking, and treatment expenses, subject to Secretary of Office of Policy and Management approval.

Directs Department of Public Health to distribute educational materials on cytomegalovirus symptoms, diagnosis, and treatment to gynecologists, obstetricians, and pediatricians by January 1, 2024, and to child care facilities for distribution to parents and guardians.

Maintains existing exemption allowing parents to decline screening tests if they conflict with their religious tenets and practices.
