Designates the Secretary of the State as the official responsible for issuing a certificate of ascertainment of appointment of presidential electors and transmitting it to the Archivist of the United States under the Electoral Count Reform Act of 2022.

Changes the date presidential electors meet from the first Monday to the first Tuesday after the second Wednesday of December, requiring them to cast ballots for President and Vice President at the Secretary of the State's office at noon.

Requires each presidential elector to cast ballots for the candidates under whose names they ran on the official election ballot, with replacement electors pledged to the same candidates as those they replace.

Establishes a process allowing electors and candidates to file complaints with Supreme Court judges regarding election official rulings, vote count errors, or absentee ballot violations within 14 days of an election (or 7 days after manual ballot tabulation).

Authorizes Supreme Court judges to order recounts, unlock voting tabulators, or open ballot boxes upon finding sufficient reason, with judges required to certify findings to the Secretary of the State before the first Tuesday after the second Wednesday in December.
