• Commissioner of Administrative Services is sole authority for state real estate dealings (construction, acquisition, leasing) with seven specified exceptions for Joint Committee on Legislative Management, Chief Court Administrator, higher education boards, Labor Commissioner, Developmental Services Commissioner, Mental Health and Addiction Services Commissioner, and Connecticut Marketing Authority.

• State Properties Review Board is established within the Department of Administrative Services with independent decision-making authority to review and approve or disapprove real estate transactions, transportation contracts, and agricultural development rights acquisitions.

• Board must review consultant service contracts exceeding $50,000 (or $300,000 for higher education and judicial properties) and approve or disapprove within 30 days, with deemed approval if no decision is made by deadline.

• All actions by the seven authorized entities listed above are subject to State Properties Review Board review and approval.

• Effective date is October 1, 2023, amending sections 4b-3(d) to (f) and 4b-23(i) of the general statutes.
