Establishes a Prescription Drug Affordability Advisory Council within the Health Care Cabinet of the Office of Health Strategy, effective October 1, 2023.

Council shall provide recommendations on Health Care Cabinet policy initiatives and review health care cost trends including pharmaceutical pricing, pharmacy benefits manager costs, hospital costs, and provider billing practices.

Council consists of 15 members appointed by legislative leaders and the Governor, representing stakeholders including AARP, health insurers, labor unions, pharmaceutical manufacturers, medical device industry, biotechnology, employers, pharmacists, and health care advocacy coalitions.

Members serve four-year terms without compensation but receive reimbursement for expenses; no member may serve more than two terms or be a member of the General Assembly.

Council must meet at least quarterly with first meeting by March 1, 2024, and submit annual reports to the Office of Health Strategy and the joint standing committee on insurance beginning January 1, 2025.
