Establishes new licensure requirements for blood collection facilities and source plasma donation centers under the Connecticut Department of Public Health, effective October 1, 2023

Requires existing blood collection facilities and plasmapheresis centers registered before October 1, 2023 to apply for initial licensure within 30 days after the department implements licensure procedures

Increases the nonrefundable license application fee from $200 to $650 for clinical laboratories, blood collection facilities, and source plasma donation centers

Sets license terms at a minimum of 24 months with biennial renewal applications due within the 20th month of the current license

Prohibits termination of employees who report violations to the Department of Public Health and establishes civil penalties of $100-$300 per day for operating in violation of the law
