Expands the Police Officer Standards and Training Council from approximately 20 members to 21 members, effective January 1, 2024.

Adds two new sworn police officer positions for non-command level officers appointed by the joint standing committee on public safety and security and by the minority leaders of both chambers.

Restructures existing police chief positions to be categorized by municipality population size (over 100,000; 60,000-100,000; 35,000-60,000; and under 35,000) with corresponding appointments.

Introduces new public member categories including a person with mental disabilities or advocate, justice-impacted persons, and a person with physical disabilities or advocate.

Members who fail to attend three consecutive meetings or 50% of annual meetings are deemed resigned; appointed positions terminate automatically when the member's qualifying employment ends.
