Exempts loans administered by governmental agencies to water companies from Public Utilities Regulatory Authority approval, provided the loan amount does not exceed 5% of the company's long-term debt in a calendar year.

Requires water companies to file documentation with the authority within 30 days of loan issuance, including total loan amount, interest rate, estimated issuance costs, impact to weighted average cost of long-term debt, and a copy of the loan application explaining the need.

Restructures subsection 16-43(b) to reorganize three approval requirements for public service companies' debt issuances, long-term loans, and financial instrument amendments into lettered subdivisions (A), (B), and (C).

Clarifies that provisions exempting governmental agency loans do not apply to general cost-approval requirements for eligible drinking water projects under subsection 22a-479(f).

Effective upon passage of the act.
