Department of Energy and Environmental Protection must develop and approve a hydrogen strategic plan by December 31, 2024, including recommendations for policies, programs, and regulations to grow Connecticut's hydrogen economy consistent with state greenhouse gas reduction and energy goals.

Hydrogen strategic plan shall encourage renewable hydrogen use and prioritize its application to aviation, maritime shipping, ferry transportation, heavy-duty trucking, and high-temperature industrial processes, while describing current and projected cost differences compared to fossil fuels.

"Covered project" definition expanded to include hydrogen projects (those that produce, process, transport, store, or use hydrogen) beginning January 1, 2025, subjecting them to community benefits agreement and workforce development requirements.

Commissioner of Energy and Environmental Protection shall seek federal funding opportunities for hydrogen projects in consultation with the Governor, Secretary of Office of Policy and Management, and Commissioner of Economic and Community Development, with the latter identifying state matching requirements.
