Awards grants using a point system (0-100 points), with grants funded by the federal Broadband Equity, Access and Development program allocating at least 25 points for labor practices and applicant criteria, and other grants allocating at least 15 points.

Requires all broadband installation projects funded by grants to comply with prevailing wage requirements under Connecticut law, with wages matching rates customary in the same trade or occupation in the town where work is performed.

Mandates grant applicants provide information on workforce employment type, subcontractors, job titles, wages, benefits, training programs, safety requirements, and certification for each position necessary to perform the work.

Imposes fines of $5,000 per violation for contractors failing to pay prevailing wages and establishes a debarment list for contractors with violations exceeding $50,000 in back wages or civil penalties within a rolling three-year period.
