• Permits legislative committees of the same political party to aggregate their maximum allowable organization expenditure amounts if treasurers execute and submit a written agreement to the State Elections Enforcement Commission, which must be made publicly available.

• Allows candidate committees and legislative committees to pay or reimburse other committees for pro rata shares of shared campaign expenses, including shared expenses under existing contractual obligations.

• Permits Citizens' Election Program qualified candidate committees to receive reimbursements from other candidate committees for shared expenses, in addition to grants from the Citizens' Election Fund.
