Define "state agency" to include all offices, departments, boards, and institutions in the executive, legislative, and judicial branches, excluding state-operated health care facilities.

Require each state agency to complete an assessment by January 1, 2024, identifying necessary changes to update all printed and electronic forms requiring sex or gender indication to include a nonbinary gender option.

Require state agencies to request approval from applicable federal agencies by January 1, 2024, if federal law requires permission to update processes or forms to include a nonbinary gender option.

Mandate all state agencies update printed and electronic forms and applications to include a nonbinary gender option by October 1, 2024.

Exempt state agencies that do not provide forms or applications to members of the public from these requirements.
