Increases the cost threshold for personal service agreements requiring competitive negotiation from $20,000 to $50,000, effective July 1, 2023.

Expands the definition of "competitive negotiation" to include "any other open and fair process in which all qualified persons, firms or corporations have an equal opportunity to be selected to provide services," beyond just request-for-proposal procedures.

Requires state agencies to notify the Auditors of Public Accounts at least seven days before submitting applications for sole source purchases of audit services, allowing auditors time to review and advise on necessity and alternatives.

Establishes an incentive program allowing nonprofit human services providers to retain cost savings from contracts and prevents the state from reducing future contract amounts solely based on prior savings achieved by these providers.

Updates amendment approval requirements to remove the one-year term restriction from the definition of amendments requiring Secretary approval, while maintaining the 15 business-day approval timeline.
