Redefines "mailed" absentee ballots to include ballots deposited in secure drop boxes designated by municipal clerks, in addition to ballots sent through the U.S. Postal Service or approved commercial carriers.

Requires municipal clerks to retrieve absentee ballots from secure drop boxes beginning on the first day of issuance of absentee voting sets and continuing on each weekday thereafter until polls close.

Changes the retrieval start date from the twenty-ninth day before an election to the first day of issuance of absentee voting sets, per section 9-140(f).

Applies to all elections, primaries, and referendums.

Becomes effective October 1, 2023.
