Requires voting tabulators to be used at all elections; registrars of voters shall use at least one voting tabulator in each voting district for special elections.

Mandates the Secretary of the State develop and distribute an instructional training video on recanvass procedures based on the Recanvass Procedure Manual (revised August 2012), to be updated whenever the manual is revised.

Requires recanvass officials to meet within five business days after the moderator transmits the duplicate election list to the Secretary of the State, and no later than 12:00 noon, when a discrepancy in election returns appears within three days after an election.

Establishes that party representatives may observe recanvass proceedings and must be given written notice not later than 24 hours before a state election recanvass; party representatives may observe but cannot participate in the recanvass.

Requires recanvass officials to verify absentee ballot envelopes against registry lists, check postmarks and addresses, and ensure the number of removed ballots matches the number of persons who voted by absentee ballot; party representatives have the right to view each ballot during recanvassing.
