Police Officer Standards and Training Council shall develop and promulgate a model policy on seat safety belt use by December 31, 2023 for persons transported in municipal police vehicles.

Each municipal law enforcement unit must adopt and maintain a written policy meeting or exceeding the model policy standards by April 1, 2024.

Beginning April 1, 2024, municipal law enforcement chiefs must report violations of the seat belt policy that undermine public confidence to the Police Officer Standards and Training Council.

The council shall conduct a de novo review of reported violations and may suspend, revoke, or cancel a police officer's certification if clear and convincing evidence of violation is found.

Officers are entitled to notice and a hearing conducted under chapter 54 of the general statutes before any suspension, cancellation, or revocation of certification.
