Increases Medicaid payment rates for individual fee-for-service providers to 70% of Medicare rates in fiscal year 2024, incrementally rising to 100% of Medicare rates by fiscal year 2028 and thereafter.

Requires Medicaid reimbursement for school-based health services including psycho-educational services, weight-reduction and preventative counseling, social determinant screenings, mental health preventative counseling, and dental screenings.

Mandates 10% annual increases to Medicaid rates for emergency medical transportation services (including advanced life support, basic life support, and mileage) until rates equal Medicare rates, with future increases matching Medicare adjustments.

Requires the Commissioner of Social Services to study Medicaid payment rates for long-term acute care hospitals and methadone maintenance treatment providers, with a report due by October 1, 2023 including study results, rate change recommendations, and state costs.
