The Commissioner of Early Childhood shall conduct a study on early childhood issues including adequacy of child care facilities, staffing levels, staff compensation rates, and whether young children's needs are being met by current services.

The Commissioner must submit a report on the study findings to the joint standing committees having cognizance of children's issues, appropriations, and state agency budgets no later than January 1, 2024.

The act takes effect immediately upon passage and creates a new statutory section.

The Committee on Appropriations referred the bill with a joint favorable recommendation.
