Establishes the Transforming Children's Behavioral Health Policy and Planning Committee within the Legislative Department to evaluate prevention, early intervention, and behavioral health treatment services for children from birth to age 18.

Defines "behavioral health" as mental health and substance use disorders, as well as overall psychological well-being.

Committee composition includes legislative leaders, General Assembly members, behavioral health providers, advocacy groups, child advocates, hospital representatives, school superintendents, and designated state agency commissioners.

Committee must report by December 1, 2023 on statutory and budgetary changes needed, service gaps, barriers to care, disproportionate access for children of color and those with developmental disabilities, quality assurance frameworks, and governance structure recommendations.

Committee shall develop a strategic plan by December 1, 2024 integrating recommendations and report progress toward implementation, including specific recommendations and timelines for achieving identified goals.
