Construction managers for Connecticut Port Authority projects must invite sealed bids on the State Contracting Portal and award contracts to the lowest qualified bidder, with the construction manager prohibited from bidding on project elements; effective July 1, 2023.

Construction managers must maintain complete accounting records for all state fund expenditures with detailed cost allocations subject to audit by the Auditors of Public Accounts.

No contract or agreement entered into, amended, or extended on or after July 1, 2023 may include success fees if financed in whole or in part by state funds.

Connecticut Port Authority must use competitive bidding or competitive negotiation for supplies, materials, equipment, and contractual services purchases, except for minor purchases of $10,000 or less and specified public utility services; effective October 1, 2023.

Connecticut Port Authority is designated a state contracting agency under state contracting standards for chapter 62 purposes (except section 4e-16) and subject to State Contracting Standards Board authority.
