Increases the annual individual contribution limit to state party central committees from $10,000 to $15,000

Excludes internet solicitations for committee contributions from the definition of "expenditure," though any resulting contributions still count as expenditures

Establishes new complaint processing deadlines for the State Elections Enforcement Commission: complaints received on or after July 1, 2023 must result in a finding of reason to believe a violation occurred and commencement of a contested case within one year, or the complaint must be dismissed

Adds investigations involving potential foreign national election law violations (under 52 USC 30121(b) or state sections 9-601c/9-601d) as grounds for extending the one-year complaint deadline
