Requires entities that dispense, sell, or distribute reproductive pharmaceuticals (pregnancy, contraception, and abortion-related drugs) to submit annual certifications to the Department of Administrative Services by November 1, 2023, and each year thereafter.

Mandates entities certify whether they have official policies refusing to dispense, sell, or distribute these pharmaceuticals in other states, and provide reasons for such refusal.

Directs the Attorney General to analyze and issue opinions on whether entities' claims that such pharmaceuticals are prohibited in other states are accurate, with opinions posted publicly by December 1, 2023.

Prohibits state agencies, quasi-public agencies, and municipalities from entering into, amending, or renewing state contracts with entities on or after December 1, 2023, unless the entity either has no refusal policy or its refusal policy is based on state law restrictions supported by the Attorney General's opinion.

Requires state agencies, quasi-public agencies, and municipalities to include notice of certification requirements in bid specifications and requests for proposals for state contracts.
