Defines "municipal public agency" to include boards of selectmen, city councils, boards of education, boards of finance, zoning commissions, boards of ethics, charter revision commissions, police/fire commissions, inland wetlands commissions, and zoning boards of appeals

Requires members of municipal public agencies participating remotely via electronic equipment to be visible on video whenever speaking during debate or casting a vote

Maintains existing requirements for 48-hour advance notice of electronic meetings, 24-hour agenda posting, and public access provisions including physical location accommodations upon written request

Requires roll call votes (unless unanimous) when any member participates electronically, with meeting minutes recording which members attended in-person versus remotely

Effective date: October 1, 2023; amends Section 1-225a of Connecticut general statutes governing Freedom of Information Act meeting requirements
