Changes the date of Connecticut's presidential preference primary from the last Tuesday in April to the first Tuesday in April, effective October 1, 2023.

Reduces the filing deadline for minor party nominations for municipal elections from 62 days prior to 53 days preceding the election, effective July 1, 2023.

Maintains the Friday following the second Tuesday in August deadline for filing minor party nominations for state and district offices, with an extension available if a major party nomination complaint is pending.

Requires minor party nomination lists to include each candidate's authorized ballot name, signature, full street address, and office title and district.

Specifies that nomination lists are deemed filed when received by the Secretary of State or municipal clerk, and that late filings result in invalid nominations.
