• Modifies supplemental campaign finance reporting requirements by eliminating separate subdivisions and consolidating filings into single supplemental statement requirements for candidates in state elections.

• Changes the Citizens' Election Fund sufficiency determination deadline from January 1 to the 41st day before the gubernatorial primary election, with fund amounts determined by State Elections Enforcement Commission report.

• Allows additional General Fund appropriations to the Citizens' Election Fund as needed to ensure sufficient grants for all qualified participating candidates during election cycles.
