Prohibits lobbyists and political committees established by lobbyists from making contributions to or soliciting contributions for candidates and political committees supporting General Assembly or state office elections during regular sessions, special sessions, and reconvened sessions of the General Assembly, effective October 1, 2023.

Defines "municipal office" as an elective office for which only electors of a single town, city, borough or political subdivision may vote, and extends the lobbyist contribution prohibition to candidates or exploratory committees for municipal office.

Exempts candidate committees established at special elections for the General Assembly from the lobbyist contribution prohibitions beginning when a treasurer and depository institution are filed with the State Elections Enforcement Commission.

Requires political committees to file registration statements with the State Elections Enforcement Commission to be subject to lobbyist contribution prohibitions; the Commission must maintain and distribute lists of affected committees to legislative leaders and state officers.

Establishes procedures for exploratory committees to dissolve and distribute surplus funds, including requirements to return contributions from lobbyists or redistribute them to charitable organizations if a candidate pursues General Assembly, state, or municipal office.
