• Creates Connecticut Alcohol and Drug Policy Council within Department of Mental Health and Addiction Services with authority to establish subcommittees on substance use prevention, treatment and recovery

• Requires council to establish cannabis health review panel by January 1, 2024, to examine cannabis effects including overdose in young people, psychosis episodes, and impact of high-potency cannabis on developing brain, with annual reports beginning January 1, 2025
