Commissioner of Transportation shall convey five parcels of state land in New Haven to the New Haven Port Authority at fair market value plus administrative costs, as determined by averaging two independent appraisals.

First parcel is approximately 1.49 acres and subject to drainage right-of-way, bridge easement, and pipeline easement for Magellan Terminal Holdings, L.P./Buckeye PT Terminals LP.

Second parcel is approximately 0.293 acres with no restrictions listed; third parcel is approximately 0.898 acres subject to drainage right-of-way with automatic assignment of any existing leases or licenses.

Fourth parcel is approximately 0.111 acres subject to existing utilities easement; fifth parcel is approximately 0.192 acres subject to existing utilities easement and sewer lateral easement.

State Properties Review Board must approve the conveyance within 30 days of receiving the proposed agreement, and the State Treasurer shall execute all necessary deeds and instruments.
