The Commissioner of Emergency Services and Public Protection shall convey four parcels of state land located in Beacon Falls to the town, with a combined area of approximately 10.9 acres at addresses 20, 24, 28, and 32 Lancaster Drive, at a cost equal only to administrative expenses.

The town must use the parcels for economic development purposes and may sell or lease them for such purposes; if not used for economic development, the parcels revert to the state.

Any sale of the parcels must be at fair market value determined by averaging appraisals from two independent appraisers selected by the commissioner, with all proceeds transferred to the State Treasurer for the General Fund.

The State Properties Review Board must complete its review within 30 days of receiving a proposed agreement from the Department of Emergency Services and Public Protection.

The conveyance is effective upon passage and the State Treasurer is responsible for executing and delivering the necessary deed or instrument.
