Board of Regents for Higher Education shall convey two parcels of state land in New Haven (approximately 5.23 acres and 2 acres) to the City of New Haven at cost of administrative expenses only.

City of New Haven must use parcels for economic development, municipal, utility, or institutional purposes and may sell or lease them; parcels revert to the state if not used within three years or if a memorandum of understanding with APT Foundation, Inc. is materially breached.

Conveyance is contingent on the City conveying a separate parcel to the state, the City's reasonable preparation costs, and execution of an agreement for development of a transportation and automotive education facility within the Long Wharf Responsible Growth Plan area or another qualifying agreement under the Board's "CSCU 2030" plan.

Conveyance or agreement execution must occur within two years of the effective date, with possible extensions of up to two additional one-year periods by written agreement between the City and Board of Regents.

State Properties Review Board must approve the conveyance; the State Treasurer shall execute a quit claim deed, and the Board of Regents chairperson has sole responsibility for all other conveyance matters.
