Proposes adding Section 21 to Article First of the Connecticut Constitution establishing individual rights to clean and healthy air, water, soil, and environment; a stable climate; and self-sustaining ecosystems for public health, safety, and general welfare.

Prohibits the state from infringing upon these environmental rights and requires equitable protection regardless of race, ethnicity, tribal membership status, gender, socioeconomics, or geography.

Designates the state, municipalities, and political subdivisions as trustees of Connecticut's natural resources (waters, air, flora, fauna, soils, and climate) with duty to conserve, protect, and maintain them for present and future generations.

Establishes the stated environmental rights as inherent, inalienable, indefeasible rights equivalent to other inalienable rights and makes the amendment self-executing.

Schedules the proposed amendment for continued consideration in the next General Assembly session or presentation to voters at the general election on November 5, 2024, with specified ballot language.
