Adopts the 2023 regular session joint rules for the September 2023 special session, with specified amendments and repeals.

Establishes one joint standing committee on judiciary with the same members, chairpersons, and jurisdiction over judicial nominations as during the 2023 regular session.

Only bills and resolutions concerning judge appointments specified in the Governor's September 15, 2023 proclamation may be received, and only those certified by the Speaker and President Pro Tempore.

Allows bills and resolutions to be acted upon immediately with first reading by title and number, second reading as passage or rejection, and roll call votes on all bills and substantive resolutions.

Permits the judiciary committee to report favorably or unfavorably on judicial nominations after holding hearings and requires immediate transmission of bills between houses upon passage.
