Amends Connecticut's data privacy law to add protections for "consumer health data," including reproductive/sexual health data and gender-affirming health data, prohibiting geofencing within 1,750 feet of mental health or reproductive health facilities and requiring consent before selling such data

Requires social media platforms to unpublish a minor's account within 15 business days or delete it within 45 business days upon request from the minor (or parent/guardian if under 16)

Creates new protections for minors online (effective October 1, 2024), requiring controllers to use reasonable care to avoid heightened risk of harm, prohibiting targeted advertising and data sales involving minors without consent, and banning design features that significantly increase minor usage

Requires online dating operators to maintain safety centers with resources on safe dating, domestic violence, sexual harassment, and romance scams, and to adopt harassment reporting policies

Establishes the Connecticut Internet Crimes Against Children Task Force within the Division of Scientific Services to investigate crimes against children online
