Summary of Substitute Bill No. 10

• Establishes prescription drug affordability measures including annual listing of high-cost drugs, manufacturer price reporting requirements, and limits on drug pricing aligned with federal maximum fair prices effective January 1, 2024.

• Prohibits health care contracts from including all-or-nothing clauses, anti-steering clauses, and anti-tiering clauses starting January 1, 2024 to increase competition and prevent anticompetitive practices.

• Expands Medicaid coverage through certified community health workers and increases reimbursement rates for home and community-based services for vulnerable persons.

• Protects reproductive and gender-affirming health care services by allowing Connecticut residents to recover damages from out-of-state judgments that penalize these services that are legal in Connecticut.

• Establishes vital record amendment procedures allowing individuals to change gender designation and name on birth and marriage certificates with medical documentation, while keeping original records confidential.
