Public Act No. 23-108 Summary

• Adds a non-voting local representative to the Connecticut Siting Council for all proceedings occurring on or after October 1, 2023, appointed by the chief elected official of the municipality where the facility is proposed to be located.

• For facilities spanning multiple municipalities, a single non-voting local representative shall be appointed by the applicable regional council of governments for the affected municipalities.

• Requires applicants to serve copies of facility applications on municipalities, adjoining municipalities within 2,500 feet, zoning commissions, planning commissions, conservation commissions, and inland wetlands agencies, along with the Attorney General and relevant state departments.

• For high-voltage electric transmission line projects, electric distribution company customers in the affected municipality must receive written notice 60 days to the date of application filing, including project description, technical specifications, and contact information in at least 24-point type.

• Maintains existing compensation structure for public council members at $200 per day maximum and preserves confidentiality requirements for local representatives serving on the council.
