Eliminates specific income and asset limits for the MedConnect health insurance program for disabled working persons, effective July 1, 2023

Requires program participants to engage in substantial and reasonable work effort as determined by the commissioner and permitted by federal law

Implements a contribution requirement where countable income exceeding 200% of federal poverty level (adjusted for family size) requires a 10% contribution, minus health insurance premiums paid, not to exceed limits under Public Law 106-170

Allows continued Medicaid eligibility for up to 12 months if a participant involuntarily loses employment, provided they maintain workforce connection and meet regular Medicaid criteria at the end of the period

Disregards retirement and medical savings accounts under 26 USC 220 and accounts designated for purchasing goods or services that increase employability when determining continued eligibility
