Department of Education must establish a rubric for career pathway training programs and develop an accelerated pathway to teacher certification for trade workers.

Establish a task force to examine transportation barriers faced by work-based learning program participants.

Middle schools must distribute information about vocational agriculture, technical education, and vocational opportunities; local and regional school boards must present trade school opportunities during Free Application for Federal Student Aid presentations.

Labor Commissioner must develop a program to contact high school graduates not enrolled in postsecondary education or employed within six months of graduation to share information about alternative career pathways.

Commissioner of Consumer Protection must set a journeyperson to apprentice ratio of 2:1 for electrical, plumbing, heating, piping and cooling, sprinkler filter, and sheet metal work trades from July 1, 2023, through June 30, 2025; increase fines for ratio violations; and develop standards for workforce shortage exceptions.

State Auditors of Public Accounts must audit the effectiveness of state-funded workforce development programs.

Financial literacy must be included in prescribed public school courses of study.
