Amend Connecticut General Statutes section 10-233m to require memoranda of understanding between school boards and law enforcement agencies regarding school resource officers be collected, maintained centrally, and published on school district and individual school websites.

Require memoranda of understanding to address student restraint procedures, firearms use policies, and school-based arrest procedures.

Clarify that school counselors, social workers, psychologists, aides, and other trained staff members with appropriate ongoing supports may perform school resource officer duties.

Create a working group to examine current school-based interventions that contribute to the school-to-prison pipeline for youth.
