Repeals and replaces Section 22a-19a of the general statutes to expand the definition of historic structures and landmarks protected under Connecticut's Environmental Protection Act.

Extends environmental protection compliance requirements to the Connecticut Airport Authority for historic structures and landmarks under its control that are determined to be historic by any historical society of any host municipality.

Defines protected historic properties as those listed or under consideration for listing on the National Register of Historic Places, properties in historic districts listed or under consideration for listing on the National Register, or Airport Authority properties containing structures determined historic by local historical societies.

Requires plaintiffs in legal actions to make a prima facie showing that conduct has or is likely to unreasonably destroy the public trust in historic structures or landmarks, or the court shall tax all costs to the plaintiff.

Takes effect immediately upon passage and applies to Section 22a-19a of the general statutes.
