Designates the Connecticut Airport Authority as a "sponsoring institution" for environmental review purposes, requiring it to conduct environmental impact evaluations for property expansions and acquisitions under its control.

Amends section 22a-1b to require state departments, institutions, and agencies to review their policies and practices for consistency with Connecticut's environmental policy, with the Airport Authority now subject to this requirement.

Defines "actions which may significantly affect the environment" to explicitly include any expansion of Connecticut Airport Authority property and any acquisition of property by the authority.

Exempts emergency measures responding to immediate public health or safety threats and ministerial state agency activities (involving no discretion) from environmental impact evaluation requirements.

Takes effect immediately upon passage and received joint favorable recommendations from the Environment and Appropriations committees.
