Labor Commissioner shall conduct a study on establishing a full employment trust fund to be administered by the Labor Department that awards employment opportunity grants to public and nonprofit entities.

Study shall examine existing programs providing employment opportunities and job training.

Study shall assess feasibility of using the fund for workforce housing, employment opportunities for disadvantaged youth, and work-study programs for secondary and post-secondary students.

Commissioner must submit the study to the joint standing committee on labor and public employees no later than January 1, 2024.

Act takes effect upon passage.
