Public Act No. 23-172 (Substitute Senate Bill No. 228)

• Repeals and replaces Section 38a-1084 of the general statutes, effective October 1, 2023, establishing comprehensive duties for Connecticut's health insurance exchange

• Requires the exchange to administer coverage for qualified individuals and employers, maintain a website with comparative health plan information, operate a toll-free hotline, and implement standardized enrollment procedures consistent with the Affordable Care Act

• Mandates the exchange provide navigators for public education and enrollment assistance, ensure financial integrity through annual reporting to state officials and Congress, and prevent misuse of administrative funds for staff retreats or excessive executive compensation

• Establishes requirements for health plan certification, premium tax credit administration, small employer coverage programs, and coordination with the Department of Social Services and state Medicaid programs

• Creates a special enrollment period for individuals whose health care coverage is terminated by an employer as a result of a labor dispute
