Reduces Connecticut Medicaid income eligibility cap from 143% to 138% of the temporary family assistance program benefit amount for persons with no income in the appropriate region.

Requires that persons who lose Medicaid eligibility due to the income cap reduction be referred to private insurers on the Connecticut Health Insurance Exchange.

Amends subsection (a) of section 17b-261 of the general statutes.
