Amends chapter 164 of the general statutes to authorize local or regional boards of education to establish school voucher programs.

Allows vouchers to be distributed to parents and guardians of students within a board's jurisdiction to attend any public school in the state.

Removes any existing prohibitions preventing boards of education from establishing programs that distribute student-following funds.

Provides parents with freedom to choose schools for their children and expands school choice opportunities throughout Connecticut.

Does not create mandatory participation requirements for students or parents in any public school system.
