Amends Connecticut General Statutes Title 10 to prohibit development, adoption, or teaching of curricula in grades K-12 that includes biased political ideology or causes students to feel discomfort, guilt, anguish, or psychological distress based on their race or sex.

Defines "biased political ideology" to include nine specific concepts, including claims that one race or sex is inherently superior, that Connecticut or the United States is fundamentally racist or sexist, or that individuals are inherently racist based on their race or sex.

Prohibits teaching that individuals should face discrimination based on race or sex, that moral character is determined by race or sex, or that individuals bear responsibility for historical actions of their race or sex.

Prohibits teaching that meritocracy, hard work ethic, or similar traits are racist or sexist, or any form of race or sex stereotyping and scapegoating.

Defines "race or sex stereotyping" as ascribing character traits, values, or beliefs to a race or sex, and "race or sex scapegoating" as assigning fault or blame to a race or sex for societal problems.
