Requires all admitting officials to use the state-wide centralized voter registration system starting July 1, 2023 for adding, removing, transferring, or changing voter information on registry and enrollment lists.

Mandates admitting officials utilize the system when checking absentee ballot applications and returned ballots against official lists, and when preparing poll worker materials for elections, primaries, and referendums.

Requires registrars of voters to update the centralized voter registration system within 60 days after each election or primary to record whether eligible voters participated and the method of voting (in-person or absentee).

Establishes penalties including fines up to $300 and imprisonment up to one year for election officials who neglect duties related to the centralized voter registration system without reasonable cause.

Classifies willful omission or neglect by public officers and election officials to perform duties under the amended section 9-50b as a class E felony.
