Prohibits public agencies at state and municipal levels from soliciting, receiving, disbursing, or using private funds for election administration purposes under Connecticut General Statutes Title 9.

Defines "private funds" as gifts, grants, donations, contributions, bequests, or things of value from private sources, unless equal or greater value is provided in return.

Covers all election-related expenses including compensation, payment for goods or services, and reimbursement of expenses.

Takes effect immediately upon passage as a new statutory section.

Referred to Committee on Government Administration and Elections with joint favorable recommendation.
