Amends Connecticut General Statutes Title 9 to establish ranked-choice voting for elections to U.S. Senate and House of Representatives, allowing voters to rank candidates by preference.

Implements sequential tabulation rounds where last-place candidates are eliminated until one candidate achieves the most votes in the final round.

Permits use of ranked-choice voting method in presidential preference primaries.

Grants municipalities the option to adopt ranked-choice voting for single-member local offices.
