Amends Connecticut General Statutes chapter 246a to require independent contractors performing motor vehicle emissions inspections to check National Highway Traffic Safety Administration data for open recalls on the vehicle being inspected.

Mandates that contractors provide written notice to the vehicle owner of any open manufacturer recalls at the time of the emissions inspection.

Applies to all open recalls affecting the motor vehicle, whether single or multiple recalls exist.

Introduced by Senator Kissel (7th District) in the January 2023 session and referred to the Committee on Transportation.
