Committee Bill No. 628 Summary

• Department of Transportation may issue temporary (up to 60 days) and permanent livery permits for providing transportation to elderly persons and persons with disabilities on routes where existing service is inadequate or nonexistent.

• Livery permit holders may operate "stretcher vans" to transport persons requiring nonemergency stretcher transportation, provided the person obtains written approval from their primary care provider and the operator has training equivalent to emergency medical services personnel.

• Stretcher van operators must provide a securement device to secure individuals during transfer and transport, and must have an attendant (in addition to the operator) trained in lifting and moving persons on stretchers accompanying passengers during transport.

• Violation of stretcher van requirements constitutes an infraction; motor vehicles must meet specific safety equipment requirements under section 14-100a.

• Effective date: October 1, 2023; amends Connecticut General Statutes sections 13b-105 and 14-100a.
